Kuwait International Airport is about 16 km from the city centre. The short distance keeps transport costs low, but the lack of rail means you are always paying for a car.
The airport taxi fare is fixed, not metered
This is the single most useful thing to know at KWI. Kuwait International Airport publishes an official fixed zone fare table for airport taxis on its own website — you pay by zone, not by meter. The zones and fares it lists:

Note what that means in practice: Kuwait City and Salmiya are both zone 5, so both cost 8 KD — Salmiya is not cheaper. Hawally is zone 4 at 7 KD. Fares are revised from time to time, so check the airport's current table before you travel.
The other options
Ride-hailing (Careem/Uber) works at KWI and is usually the cheapest way in. Both quote the fare in the app before you confirm and the price moves with demand, so read the quote rather than a published figure.
Pre-booked transfers are priced when you book — a fixed number agreed in advance, with sedan, minivan and premium vehicles at different rates. Get it quoted.
Public buses are run by the Kuwait Public Transport Company. The airport's own site lists three routes — Line 13 to Khaitan/Shuwaikh residential (250 fils), Line 99 to Abbasiya/Jleeb Al-Shuyoukh/Farwaniya/Subhan (250-300 fils), and Line 501 to Farwaniya/Omariya/Rabiya (250 fils) — with 21 buses a day running from 04:30 to 23:45. They are cheap but infrequent and not practical with luggage, and none of them is a direct city-centre express.
What affects the price
Traffic is the main variable for time, not for the taxi fare — the zone price is fixed regardless of how long you sit in it. During morning and evening rush hours the 16 km journey can take 30-40 minutes instead of 15. Ride-hailing apps may apply surge pricing during peak demand; the fixed-zone taxi will not.
Currency note
KWD is the world's highest-value currency unit, so fares that look tiny as numbers are ordinary amounts of money — check a converter for today's rate before you judge them. ATMs in the arrivals hall dispense KWD. Most taxis are cash only, so withdraw enough for your zone fare before heading to the taxi rank. Pre-booked transfers and ride-hailing apps accept credit cards.
