The counter is easy to find in the T3 arrivals hall. Staff speak English. The tariff is set by the Delhi Traffic Police — INR 40 for the first km, INR 17/km after that for non-AC — and the fare on your receipt includes tolls, with no hidden charges beyond the published baggage, service and night charges. The main downside is vehicle quality: cars can be older, and non-AC vehicles are significantly less comfortable in Delhi's heat (which is extreme from April to October).
Always specify "AC cab" at the counter. AC is charged at a higher per-km rate, but over a typical run into town the difference is small next to what it buys you in comfort.
