Ninoy Aquino International Airport sits in Pasay City, geographically close to Manila's main business and hotel districts. The distances are short but Manila traffic makes journey time wildly unpredictable — and in a metered taxi, unpredictable time means unpredictable money.
The one number that actually explains Manila
The LTFRB publishes the Metro Manila taxi tariff, and it has three parts:

That third line is the whole story of this city. On the 7 km run to Makati, the distance component is fixed at a little over PHP 90 no matter what. Everything on top is time: a clear 20-minute run adds PHP 40, a two-hour crawl adds PHP 240. The trip does not get longer in kilometres at rush hour — it gets more expensive by the clock.
NAIA's yellow airport taxis are the official airport fleet and run on a separate, higher LTFRB-approved tariff. It is posted at the taxi bay. We are not going to reprint it, because LTFRB revises rates and fare-increase petitions have been pending — the sign at the bay is current, a travel page is not.
The other options, and how each is priced
Coupon taxi: fixed price set at the counter before you travel. You pay a premium for certainty. Off-peak that premium is real; in gridlock it may work in your favour.
Grab: no tariff at all. The app sets the price against live demand, and rush hour or rain moves it hard. Whatever range we printed here would be wrong by the time you read it. Open the app.
Private transfer: quoted and fixed at booking. In most cities that is a convenience. In Manila it is a hedge — it is the only option where two hours of traffic costs exactly the same as twenty minutes.
UBE Express / P2P buses: the cheapest way out of NAIA by a wide margin, picking up from Terminal 3 arrivals. Routes and fares change and some have been suspended, so check ubeexpress.com before relying on it.
The Traffic Factor
The worst windows are Monday to Friday 7-10 AM and 4-8 PM. Friday evenings and payday periods (the 15th and 30th of the month) are especially bad. Rain at any time can gridlock the city within minutes.
Run the arithmetic before you choose. If you are landing at 6 PM on a Friday, the meter and the Grab algorithm are both working against you and a fixed quote looks good. If you are landing at midnight, the roads are empty, the meter barely ticks, and a taxi is hard to beat.
What Affects Your Price
Time of day is the biggest factor. Vehicle type matters for private transfers, with sedans cheaper than SUVs. Toll roads such as the Skyway and the NAIA Expressway are charged on top and can save significant time; some private transfer services include tolls in the price and others do not, so clarify before booking.
The Bottom Line
Manila airport transfers are inexpensive by international standards whichever way you go. The real cost is time, not money — but the two are linked here in a way they are not elsewhere, because the meter bills you PHP 2 for every minute you are not moving. Book a fixed price for rush hour; take the meter at midnight.
