Both options take you to your accommodation. The difference is how much you know before you travel, and how sure you can be that the driver is licensed.
The official taxi
The airport page publishes official fixed fares per ride, all surcharges included: 40 EUR to Mura Aureliane, Stazione Ostiense and Stazione Tiburtina, and 55 EUR to Fiumicino Airport. For arrivals without a fixed fare the page states a minimum of 25.00 EUR, to or from Ciampino. The page says that the municipality sets all fares and that they may change without notice. It shows no tariff date, so confirm the fare with the driver before you set off. Roma Termini is not on the fixed list we read, so ask how your fare is worked out.

Recognising a licensed taxi
Official taxis are white, with a TAXI sign on the roof and the licence number on the doors, and they wait at the exit of the Arrivals area. The operator warns that any other vehicle waiting in front of the exit may be driven by unlicensed people. If someone approaches you with an offer of a ride, say no and walk to the marked taxi area.
Pre-booked private transfer
A pre-booked transfer is arranged before you fly, and the price is confirmed at booking. Use the quote tool on this page for your exact route and vehicle. Check your booking confirmation for the meeting point and for how flight delays are handled. If meet-and-greet is included in your booking, the driver meets you as stated there.
How to choose
Choose the taxi if: you want to leave straight away and your destination is on the fixed-fare list.
Choose a pre-booked transfer if: you want the arrangement settled before you fly, you arrive late, you travel with children or many bags, you are a group, or you are going to a place that is not on the fixed list. Request a child seat at booking and give the child's age and weight, because no official statement on child seats in taxis was found.
The Airlink and coaches
The Ciampino Airlink and the coach services suit travellers going to Roma Termini or along a coach route who can manage their bags. Check Trenitalia or the coach operator for fares and timetables.
