Car Seats in the Philippines
The Philippines has a child car seat law, the Child Safety in Motor Vehicles Act (Republic Act 11229, in force since February 2021). It requires children aged 12 and below who are shorter than 4'11" (150 cm) to use a child restraint appropriate to their age, height and weight, and bars them from the front passenger seat.
One detail matters for arriving travellers: the law is written for private vehicles. Public utility vehicles such as taxis fall outside its scope, which is why no taxi or Grab car will have a seat waiting for you — it is not an enforcement gap so much as a different legal category. If child safety is a priority, and it should be, specify a car seat when booking a private transfer and give the child's age, height and weight. Most transfer services can provide one with advance notice. Alternatively, bring your own if you are comfortable carrying it through the airport.
Vehicle Size
A family of four with two large suitcases and carry-ons fits in a standard sedan, but just barely. A family of five or anyone with strollers, car seats, or extra bags needs a larger vehicle. Private transfers let you book an SUV or van specifically. Grab has a larger vehicle option but availability varies. Taxis are almost always standard sedans.
Navigating NAIA with Children
Immigration queues can be long, especially at Terminal 1 during peak international arrivals. With children, this means 30-60 minutes of standing in line. Bring snacks and entertainment. The terminals have restrooms with basic changing facilities. Terminal 3 is the most modern and has the best amenities.
The inter-terminal shuttle is important if you have a connecting domestic flight from a different terminal. It takes 20-40 minutes by bus. With children and luggage, factor this into your schedule.

For families arriving at NAIA, a pre-booked private transfer with the right vehicle size is the strongest recommendation. A van costs more than a sedan, but it is quoted upfront and split across a family it is usually reasonable — and it is the only option that will actually have a car seat in it. Specify car seats when booking. Share your terminal and flight details so the driver is at the right place.
If you prefer to save money, a coupon taxi is the next best option for families. The fixed price and official receipt give you certainty without the premium of a private transfer. Just be aware that the vehicle will be a standard sedan.

If your family is continuing to a beach destination like Boracay, Palawan, or Cebu, you likely have a domestic connection. Allow at least 3-4 hours between international arrival and domestic departure at NAIA, especially if you are changing terminals. With children, add another hour to that buffer.
