Bali airport serves a wide spread of tourist areas, and costs vary significantly by distance.
Bali airport runs an official taxi counter in the arrivals area: you state your destination, pay a set fare at the counter, and are assigned a driver. The rate is fixed by zone rather than argued over, which is the whole point of using it. The airport does not publish its zone fares in a form you can rely on in advance, and they are revised periodically — so treat the counter price as the number, and check it there rather than trusting a figure from a blog.

Touts open well above the counter rate wherever you are going, and the gap grows with distance — on a short Kuta run the difference is small change, on an Ubud run it is real money.
What affects the price
Traffic is the dominant factor in your day, but not in the counter fare. Official airport taxi rates are fixed by zone, so a Seminyak run costs the same whether it takes 20 minutes at midnight or an hour at 5 PM. What traffic costs you here is time, not money — unless you are on a meter or in a ride-hailing car, where sitting still does show up in the fare.
Time of day directly impacts how long you sit in the car. Avoid the 3-7 PM window if possible. Late night (after 9 PM) and early morning (before 8 AM) offer the fastest rides.
Negotiation skill matters only for touts. The official counter and pre-booked transfers have set prices.
Vehicle type affects pre-booked transfer pricing. A sedan is cheapest, an MPV or minivan costs 20-40% more, and a luxury vehicle can double the price.
The tout premium
The most common question is why touts charge more. They pay for access to the arrival area and need to earn a margin, so they open well above the counter rate and expect to be haggled down. Even after a good negotiation you will typically still be above what the counter would have charged.
For short distances like Kuta, the absolute difference is small enough that it is mostly about the hassle. For Ubud, it is real money. Either way, the counter is inside and takes thirty seconds.
Grab/Gojek
Grab and Gojek both operate at DPS. Airport pickups do not happen at the terminal curb — ride-hailing has designated pickup points, and where they are has changed over the years, so follow the current signage or the instruction in the app rather than any fixed description. Book in the app and you will see the fare before you accept it.
Across the rest of your stay they are usually the best value on the island, and worth having set up once you have a local SIM. The app quotes before you accept, which is more than a street taxi will do.
The value calculation
For short distances (Kuta, Jimbaran): the official taxi counter is the best value. The cost is low and the effort minimal.
For medium distances (Seminyak, Nusa Dua): similar analysis. The gap between the counter and a transfer is small enough that convenience is the deciding factor.
For long distances (Ubud, Canggu, Lovina): a pre-booked transfer offers the best value once you factor in a price known in advance, vehicle comfort for a long ride, and the option of a child seat.
