The airport taxi counter operates for all arriving flights, regardless of time. If a plane lands at 1 AM, the counter will be staffed. This is the most reliable option for late arrivals.
Your realistic options late at night
Airport taxi counter remains your best bet. The counter stays open until the last flight's passengers have cleared. Fares are the same as daytime: PYG 120,000-180,000 (EUR 14-21) to central Asuncion. No night surcharges. The system works the same way: pay at the counter, get a receipt, take the assigned vehicle.
Pre-booked transfers guarantee a driver at arrivals regardless of your landing time. The driver monitors your flight for delays. Price is the same as daytime: PYG 180,000-300,000 (EUR 21-35) for a sedan. This is the most comfortable late-night option, especially if your flight is delayed and you are unsure of exact arrival time.
Rideshares become unreliable after 10 PM. Driver availability near the airport drops sharply. You may request a ride and wait 20-30 minutes or fail to find a driver at all. Not recommended as your primary plan for late arrivals.
Local buses stop running in the evening and do not operate overnight. Not an option.
Safety at night
Inside the airport terminal is safe at all hours. The building is small, well-lit, and staffed. Outside the terminal, the immediate taxi area is fine. Beyond the airport grounds, the area around Luque is not recommended for walking at night.
Stick to official transport:

What the airport looks like at night
Silvio Pettirossi is not a 24-hour hub. Between flights, the terminal quiets down significantly. The arrivals area may be sparsely staffed. ATMs remain accessible. The cafe and shops may be closed. There is limited seating and the terminal is not designed for sleeping overnight. If you have a long wait before an early morning departure, a nearby airport hotel is a better option.
The honest recommendation
For late-night arrivals, the airport taxi counter is reliable and safe. If you want guaranteed peace of mind, book a transfer in advance. Do not plan on rideshares late at night at this airport. Have guaranies (cash) ready in case the taxi counter's card machine is not working, though this is uncommon. Keep your hotel address saved on your phone to show the driver.
