Listed taxis and ground transfers
GAP, the airport's operator, lists five taxi and ground transfer services, each with 24-hour service, and describes them as ambulatory, meaning they work on the airport grounds. It publishes no fare table. So you should ask how the price is set, whether it is per vehicle or per person and what it covers, and agree the total before you go. Our route database estimates about 21 km to Tijuana, about 33 km to Playas de Rosarito and about 142 km to Ensenada, so the price may differ a lot between destinations.

Pre-booked private transfer
A pre-booked transfer is arranged before you fly. The live price to Tijuana is from EUR 76, and it is confirmed at booking. Check your booking confirmation for the meeting point and for how flight delays are handled. If meet-and-greet is included in your booking, the driver meets you as stated there.
How to choose
Choose a listed taxi if: you travel light and are comfortable agreeing a price in advance.
Choose a pre-booked transfer if: you want the arrangement settled before you fly, you arrive late, you travel with children or many bags, you are a group, or you are going to Rosarito, Tecate or Ensenada. Request a child seat at booking and give the child's age and weight, because no official statement on child seats in airport taxis was found.
Buses
The operator also lists seven bus companies. They can be cheaper, but the list gives no fares or destinations, so confirm both with the company before you rely on one.
A note on checking
Before you leave the terminal with any driver, confirm that the person works for the company you booked or for one of the services the operator lists. If something does not match what you agreed, say so before the trip starts, not after it. Keep your booking confirmation open on your phone while you do.
