Late arrivals at Tijuana Airport have listed options, but the hours matter.
What the operator publishes
GAP, the airport's operator, lists five taxi and ground transfer services, each with 24-hour service. It also lists seven bus companies with different hours: one from 05:00 to 23:59, others from 06:00 to 02:00, 07:00 to 01:00, 07:00 to 23:00, 10:30 to 02:30, 17:00 to 01:00 and 06:00 to 18:00. No fares are published.

The list does not say which destinations each bus serves, and it states no fares. We did not find a statement about how many taxis wait at night. So check each company's hours against your landing time and do not assume that a bus runs when it is not listed.
The drive
Our route database estimates about 21 km to the municipality of Tijuana and about 33 km to Playas de Rosarito. These are estimates, not live figures. Tell your accommodation your flight number and expected arrival so that someone can check you in late.
Pre-booked transfers
A pre-booked transfer is arranged before you fly. Give your flight number and address at booking, and check your booking confirmation for where to meet and how delays are handled.
