Cleveland Hopkins International Airport sits about 16 km (10 miles) southwest of downtown, and it has something most mid-sized US airports lack: a direct train into the city.
It also has an honesty problem worth flagging. Exactly one fare here is published — RTA's. The airport says its taxis run on a "pre-set rate structure" but does not say what that rate is, and Uber and Lyft price dynamically by definition. So this page gives you RTA's numbers, and tells you where to get the others.

At $2.50 a ride, the Red Line is by far the cheapest way to reach downtown, and it drops you at Tower City in under 30 minutes. The station is connected to the airport terminal — no shuttle required. Service runs seven days a week from approximately 4 a.m. until approximately 12:30 a.m. Buy from the ticket vending machines, which take credit and debit cards.
If you will make two or more trips in a day, the All-Day Pass at $5.00 pays for itself immediately.
Taxis — a pre-set rate the airport doesn't publish
Cleveland Hopkins states that its taxis use a pre-set rate structure rather than a running meter. That is genuinely useful: it means the price does not inflate in traffic or during a snowstorm. What the airport does not do is publish the amount, and neither do the operators — so the "$35" figure that circulates online is not something we can verify, and we won't repeat it as fact.
Ask the starter at the taxi entrance to confirm the rate to your address before you get in. The authorised operators are Ace Taxi and Americab, and the taxi entrance is at the south end of the Baggage Claim level, by carousel #11. Add a 15-20% tip (standard in the US) on top of whatever rate you are quoted.
Rideshare — priced in the app
Uber and Lyft fluctuate with demand, which is exactly why they show you the price before you accept. During events at Progressive Field or Rocket Mortgage Fieldhouse, holidays, or bad weather, surge pricing is real and can be steep. Late at night or early morning, prices tend to be lower. UberXL and Lyft XL cost more than standard — check the app. Pickup is on either the upper (departures) or lower (arrivals) roadway.
Transfers — priced when you book
A private transfer quotes a fixed price at booking and puts a driver in the terminal with your name. It is not the cheapest way downtown — the Red Line is, comfortably — but it is the only road option whose cost you know before you land, and the only one that can guarantee a child seat or a vehicle big enough for a group.
