Pokhara International Airport is close to the city, so transport costs are low by any standard. The main question is whether you negotiate on arrival or lock in a price beforehand.
Taxi fares
Taxis at Pokhara Airport do not use meters. You negotiate the fare before getting in. This is standard practice across Nepal and not an attempt to overcharge you, though quoted prices to tourists tend to start higher than what locals pay.

Hotel pickups
Many Lakeside hotels offer airport pickup as a complimentary service or for a small fee (NPR 500-1,000). If you have already booked accommodation, ask your hotel before arranging separate transport. Some guesthouses include it for stays of three nights or more.
What affects pricing
Season matters. During peak trekking months (October-November, March-April), drivers see more tourists and prices drift upward. During monsoon season (June-August), fewer visitors mean softer prices. Time of day also plays a role -- late afternoon arrivals when drivers are heading home may see slightly higher quotes.
Currency note
All local transactions are in Nepali Rupees (NPR). ATMs are available in Lakeside but not at the airport terminal. If you arrive without local currency, your negotiating position for a taxi weakens. Having some NPR cash ready, even a small amount from an exchange at Kathmandu or your home country, helps. Private transfers can often be paid online in advance, avoiding this issue entirely.
