The rates must be displayed inside the vehicle, and the authority revises them periodically, so check the board at the counter.
The counter inside the terminal applies that scale to your destination and hands you a fixed-price coupon, so there is nothing to negotiate. What you can do is sanity-check the quote against the distance:

Hidden costs and tipping
The two to know about are set by the tariff itself, not invented at the curb: a 35% night charge between 11 pm and 5 am, and tolls, ferry charges and parking, which the notified rates make the passenger's responsibility wherever they apply.
Tipping is appreciated but not mandatory, and a small note for a driver who has handled your bags is generous by local standards.
If you use a ride-hailing app, watch for surge pricing during peak season (November–February) and late at night, which can erase any saving over the counter rate.
Cheapest way
The absolute cheapest route is to walk to the main road (about 1 km from the terminal), catch a local bus to Vasco da Gama, then change for Panjim or Margao — a fare of a few tens of rupees each leg. But this takes 2+ hours, is impractical with luggage, and buses are infrequent — it is only mentioned for completeness, not as a recommendation.
When a private transfer from GOI is the right choice
- Three or more people: a 4-seat car to Goa City Center is from €58, about €15 per person, usually level with or below separate public-transport tickets once you count the walk, the wait and the last mile with bags.
- Going to a specific address rather than the main station: the car goes to the door, so the public-transport fare is not the whole cost of the trip.
- Arriving tired or late: the driver waits at arrivals with your name, included for 60 minutes after landing.
