A late arrival at BWI changes which options are practical. This page sticks to what the airport publishes and tells you where to confirm the rest.
The rail shuttle
The airport states that the free shuttle between the terminal and the MARC/Amtrak station operates 24 hours a day, 365 days a year. It runs about every 10-15 minutes, and every 25 minutes between 1:00 a.m. and 5:00 a.m. On the way back, shuttles pick up on the lower level outside baggage claim at four designated stops.

Trains are a separate question
The shuttle running all night does not mean a train is waiting at the other end. MARC and Amtrak have their own timetables, and the Light Rail has its own operating hours. Check the current schedule of the operator you plan to use, for the actual day of travel, before you rely on a late connection. The Maryland Transit Administration publishes the Light Rail schedule, which lists BWI Airport as a stop.
Taxis
Taxi stands are on the Arrivals/Lower Level, just outside baggage claim, near Doors 5 and 13. Airport taxis serve rides starting at BWI and, according to the airport, may not charge flat rates, so the fare is metered. The airport pages we checked do not say how many taxis are available overnight, so do not assume a short wait.
Ride-hailing
Pick-up is on the Departures/Upper Level outer curb between Doors 5 and 12. Availability and waiting time at night depend on the app and are not published by the airport.
Pre-booked transfer
A pre-booked transfer is arranged before you travel, at a fixed price shown at booking (see the live From price on this page). If your flight is delayed, check your booking confirmation for how delays are handled, and keep your flight number in the booking. If meet-and-greet is included in your booking, the confirmation tells you where to meet.
Rental cars
The rental facility is reached by a free courtesy shuttle from Doors 1, 11 and 16 on the Arrivals level. The airport warns of shuttle delays at peak times, and the operating hours of each rental desk should be confirmed with the rental company.
The bottom line
After dark you still have the shuttle, taxis and apps, but train timetables and overnight availability are what you must verify. If you want certainty about the first leg, arrange a transfer in advance.
