Taxis after midnight
The taxi stand at Dulles operates around the clock. Availability thins after midnight, but cars are generally available. There is no late-night surcharge on DC-area taxis - the same regulated Washington Flyer tariff applies at any hour: USD 3.50 for the first quarter mile, USD 0.54 for each additional quarter mile, plus a USD 5.00 Dulles trip surcharge (WMATC, effective January 2024), with waiting time charged at USD 24.00 an hour when the cab is stopped or crawling. On that tariff, downtown DC (26 miles) comes to roughly USD 64 (~EUR 56) before tip; shorter runs to Tysons Corner, Reston or Arlington cost proportionally less on the same meter. Add a 15-20% tip.
Because there is no late-night surcharge, and I-66 has little to no traffic at that hour, the waiting-time charge that inflates daytime rush-hour fares mostly disappears - so a late-night ride is typically at or below the daytime metered fare, not above it. The WMATC revises the tariff, so check the current chart before you travel.
Rideshares at night
Uber and Lyft are available 24 hours. Late-night driver supply is decent at Dulles due to flight volumes, but surge pricing of 1.3-1.8x can apply between midnight and 05:00. Wait times may be 10-20 minutes versus 5 minutes during the day.

Private transfer at night

For late transatlantic flights that might arrive at 23:00 with a one-hour customs queue, having a guaranteed driver at 00:30 removes all stress.
Staying at the airport
Dulles does not have an airside hotel, and the terminal is not particularly comfortable for overnight stays. There is a Washington Dulles Airport Marriott adjacent to the terminal accessible by shuttle. If you have a very early morning connection and a very late arrival, this can be a practical choice.
