The 8 km road to Zaqatala is not well-lit outside the city limits. The road itself is passable but potholes are harder to see at night. An experienced local driver will know the road. The drive takes 10-15 minutes.
Zaqatala city itself is quiet at night. Streets are empty and most businesses are closed. Your driver will take you directly to your accommodation.
Safety
Zaqatala is a safe region. The concern with late arrivals is not safety but logistics — having no transport, not being unsafe. People in the region are friendly and helpful, even to strangers arriving at odd hours.

Do not fly to Zaqatala without confirmed transport arranged before departure. This applies to all arrival times but especially to any flight that could arrive after 6 PM. The airport simply does not have the infrastructure to support unplanned arrivals. A pre-booked transfer or hotel pickup turns a potential problem into a non-issue.
