Fuzuli Airport Transfers: What You Actually Need to Know

Fuzuli International Airport (FZL) is a newly built airport in the Fuzuli district of Azerbaijan, part of the post-conflict reconstruction of the Karabakh region. The airport opened in 2021 and primarily serves travelers heading to Shusha (about 60 km away) and other parts of the liberated territories. Getting from FZL to your destination almost always requires a pre-arranged vehicle — there is no public transport network serving the airport, and taxi availability is extremely limited. If you are flying into Fuzuli, arrange your ground transport before you leave home.

FZL is a modern but compact terminal. Flights are infrequent — mostly domestic connections from Baku via Azerbaijan Airlines (AZAL). After landing, you walk across the tarmac or through a jet bridge into a small arrivals area. Immigration is not relevant for domestic flights, but if charter or international services expand, expect a basic border control process.

The terminal interior is clean and new, but services are minimal. There is no extensive shopping area, no car rental desks in the traditional sense, and no well-established taxi rank. The surrounding area is still under heavy reconstruction — Fuzuli city itself was almost entirely destroyed during the conflict and is being rebuilt from scratch.

Mobile coverage exists but can be patchy depending on your carrier. Have your transfer details saved offline. If you have a local Azerbaijani SIM (Azercell, Bakcell, or Nar), you should have basic connectivity.

Government or group transport: If you are visiting as part of an organized tour or official delegation, transport is typically arranged by the tour operator or hosting organization. Many visits to the Karabakh region are still structured this way.

Rental cars: Car rental from Fuzuli Airport is not well established. Some travelers rent vehicles in Baku and drive down, but this is a 4-5 hour journey. If you do find a rental option locally, be aware that road conditions in the region vary — some routes are newly built and excellent, others are still under construction.

Taxis: There is no organized taxi stand at FZL. You might find a local driver willing to take you somewhere, but availability is unpredictable and prices are not standardized. Do not rely on this.

Public transport: Does not exist at or near Fuzuli Airport. The region's bus network is still being developed as communities are resettled.

Because this is a developing region with limited transport competition, pricing is not as transparent as at major airports. A private transfer from FZL to Shusha (roughly 60 km, about 1-1.5 hours depending on road conditions) typically costs between 50-100 AZN ($30-60 USD). Prices to Aghdam or other nearby towns are similar or slightly less.

If you are coming as part of a tour group, transport costs are usually bundled into your package. For independent travelers, pre-booking through a Baku-based transfer service or your hotel in Shusha is the most practical approach. Prices may feel higher than you would expect for the distance — this reflects the limited supply of vehicles and drivers in the area, not price gouging.

Flight schedules to Fuzuli are limited, so late-night arrivals are uncommon. However, if your flight is delayed and you arrive after dark, the situation becomes more challenging. The area surrounding the airport has minimal lighting and virtually no commercial activity after hours. There are no hotels within walking distance.

A pre-booked transfer is not just convenient for a late arrival — it is essentially mandatory. Without one, you would be stranded at a remote airport with no realistic way to reach your destination until morning.

If you are traveling with children, a pre-arranged vehicle is the only practical choice. Child seats are not standard in Azerbaijan and are unlikely to be available unless you specifically request one well in advance — and even then, availability in this region is uncertain.

The terminal handles luggage normally, but keep in mind that onward travel involves roads that may be bumpy in places. Pack accordingly and keep essentials accessible. If you have heavy or oversized luggage, make sure your transfer provider knows in advance so they send an appropriate vehicle.

FZL is small enough that meeting your driver is straightforward. After collecting your bags, you exit through the main terminal doors. Your driver will typically be waiting just outside with a name sign. Given the low passenger volume, there is no crowd to navigate — you will spot each other easily.

Communication can be a challenge if your driver speaks only Azerbaijani. Having your destination written in Azerbaijani and a local phone number to call in case of confusion is helpful.

Join an organized tour if: you want a fully managed experience including transport, guides, and accommodation. Several Baku-based operators now run multi-day Karabakh tours.

Drive yourself from Baku if: you are comfortable with a long drive (4-5 hours), want flexibility to explore the region at your own pace, and have verified current road conditions.

Wait for a taxi at the airport if: this is not recommended. The chances of finding one are too low to rely on.
